Abstract

Purpose: This study aims to analyze the safety performance of state-owned and commercial ships in accordance with the requirements of the SOLAS 1974 Convention.

Research Methodology: This study employs the Plan–Do–Check–Act (PDCA) evaluation model. Data were collected through an interview-based survey and analyzed using factor analysis. The respondents consisted of 57 crew members, including 23 from state-owned ships and 34 from commercial ships with a gross tonnage of over 500 GT, operating at Tanjung Priok Port.

Results: The findings reveal that the dominant factors influencing the implementation of SOLAS 1974 can be categorized into five main factors: Document Administration, Safety Guidelines, Ship Personnel on Watch, Maritime Environmental Security, and Safety Equipment Readiness. These factors can serve as important references for improving safety, security, and environmental protection in maritime operations.

Conclusions: The implementation of the SOLAS 1974 Convention and its 2018 consolidated version is closely associated with maritime protection in international shipping. The results of this study provide a foundation for recommending corrective actions to enhance marine transportation management systems.

Limitations: This study is limited to data collected from 57 respondents at Tanjung Priok Port, which may affect the generalizability of the findings. Additionally, the use of survey data and self-reported questionnaires may introduce potential bias and restrict the analysis to selected safety-related factors.

Contributions: This study contributes to the field of maritime transportation and safety management by providing valuable reference material for stakeholders, including policymakers, shipping companies, and ship crews. It also supports the development and improvement of transportation management systems, including manuals, policies, procedures, and work instructions.
