Human Resource Management and Work Environment Effects on Employee Performance at BappedaLitbang Mojokerto
Purpose: This study aims to analyze the influence of human resource management and work environment on employee performance through job satisfaction as an intervening variable at the Development Planning Research and Development Agency (BappedaLitbang) of Mojokerto City.
Research Methodology: This study employed a quantitative research approach with a cross-sectional design. The research population consisted of 65 employees, and census sampling was applied, in which all members of the population were selected as respondents. Data were collected through questionnaires and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM).
Results: The findings indicate that human resource management has a positive but insignificant effect on employee performance, while the work environment has a positive and significant effect. Human resource management does not significantly affect job satisfaction, whereas the work environment significantly improves job satisfaction. Furthermore, job satisfaction has a positive but insignificant effect on employee performance. The mediation analysis shows that job satisfaction does not significantly mediate the relationship between human resource management and work environment on employee performance.
Conclusions: The work environment is a key factor in improving employee performance and job satisfaction. Strengthening workplace conditions should be prioritized to support organizational effectiveness.
Limitations: This study is limited to a single government institution with a relatively small sample size, which may restrict the generalizability of the findings.
Contributions: This study contributes empirical evidence regarding the role of human resource management and work environment in enhancing employee performance within the public sector and provides practical insights for improving organizational management strategies.
