Digitalization of Official Travel Administration and Economic Value through SIMAK at Secretariat of Mimika DPRK
Purpose: This study examines Financial Accounting Management System (Sistem Manajemen Akuntansi Keuangan/SIMAK) digitalization, economic value generation, and supporting and inhibiting factors in official travel management at the Mimika DPRK Secretariat. Before 2022, manual processes caused administrative delays, reporting errors, and document management risks within an annual budget exceeding IDR 5 billion.
Research Methodology: A quantitative comparative approach with qualitative support was applied. Data were collected from 30 purposively selected respondents and eight informants through questionnaires, interviews, observation, and documentation. Descriptive analysis and paired sample t-test were used to evaluate digitalization and economic value differences.
Results: SIMAK digitalization achieved a very high category with an average score of 4.14 (index 82.8%), with data accuracy as the highest indicator. Economic value also reached a very high category with a score of 4.20 (index 84%). The paired sample t-test showed a significant improvement from 2.03 to 4.20 (t=10.845; p<0.001), representing a 107% increase. Supporting factors included leadership commitment, training, and system awareness, while obstacles involved network instability, digital literacy gaps, and SOP misalignment.
Conclusions: SIMAK digitalization significantly improves efficiency, effectiveness, transparency, and accountability in official travel administration.
Limitations: The study was limited to one institution, a small sample, cross-sectional design, and perception-based economic value measurement.
Contributions: This study provides empirical evidence on the impact of SIMAK digitalization in improving institutional governance and e-government practices in Indonesia’s eastern regions.
