Abstract

Purpose: This study aims to examine the influence of organizational support, work motivation, and competence on e-learning implementation among employees of PT Pertamina Hulu Kalimantan Timur (PHKT) DOBS Balikpapan. The study addresses factors supporting digital learning adoption in high-risk oil and gas operational environments.
Research Methodology: This study employed a quantitative explanatory approach with a cross-sectional design involving 66 employees. Data were collected using a Likert-scale questionnaire and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS. The measurement model was evaluated through reliability, convergent validity, and discriminant validity assessments.
Results: The findings indicate that work motivation and competence have positive and significant effects on e-learning implementation, while organizational support has no significant direct effect. The results show that employee readiness and job-related capabilities are more dominant factors in driving digital learning implementation.
Conclusion: E-learning implementation in PHKT DOBS Balikpapan depends primarily on employee motivation and competence rather than formal organizational support alone. Organizational support remains important but should be translated into practical facilitation, such as digital mentoring, learning accessibility, and alignment between learning content and operational requirements.
Limitation: This study is limited to one operational unit with 66 respondents and cross-sectional self-reported data, restricting broader generalization and causal interpretation.
Contribution: This study contributes to human resource development literature by demonstrating that e-learning implementation involves not only technology but also behavioral and competency factors. The findings provide practical insights for organizations to strengthen learning motivation, develop employee competencies, and design effective digital learning systems.
